Master Quality Assurance Project Plan for
Sampling and Testing at Operational Ranges:
Master QAPP
The
Master Quality Assurance
Project Plan for Sampling and Testing at Operational Ranges (Master QAPP), provides a Navy-wide strategy for assessing off-range
environmental impacts at land-based operational ranges. It describes
environmental data collection and quality assurance objectives and procedures
pertaining to Navy's Range Sustainability Environmental Program Assessment (RSEPA).
This Master QAPP was developed according to the
Final Uniform Federal Policy for Implementing Environmental Quality Systems,
July 2002, and the Draft Uniform Federal Intergovernmental Data Quality Task
Force (IDQTF), a federal consensus organization. It also meets the
requirements of the national standard, ANSI/ASQC E4, Specifications and
Guidelines for the Quality Systems for Environmental Data Collection and
Environmental Technology Programs, which is referenced in the Federal
Acquisition Regulations as an appropriate, high-level quality systems
requirement.
VSP-RSM
To
assist in the process of creating consistent and appropriate soil sampling plans
for the implementation of the RSEPA, VSP-RSM
has been developed.
VSP
(which stands for Visual Sample Plan) is a software package that was developed by
DoE/Batelle with to automate the statistical process for choosing sampling
locations. VSP provides documentation
that
supports selection of the right type, quantity, and quality of data required for
confident decisions. VSP can be downloaded at
http://vsp.pnl.gov/.
The
VSP-RSM supports a sampling approach designed to
bound a suspected source area. More
information about VSP-RSM can be found in Section 4 of the
Master
QAPP and in the VSP presentation available
for download here. For further support your can
contact the Navy Laboratory Quality and Accreditation Office.
